THE HARMONIZATION OF AGRICULTURAL LEGISLATION IN THE CONTEXT OF THE OVERALL ECONOMIC DEVELOPMENT OF THE UKRAINE

This article analyzes the principles of the EU common agricultural policy and the principles of development of agrarian sector of Ukraine. Proved the thesis about the need strengthening harmonization of Ukrainian legislation to EU rules and regulations as an independent public policy priority, the implementation of which should take place in the short, medium and long term. The development of relations between Ukraine and EU demands new approaches to the harmonization of agricultural legislation in Ukraine, especially in view of the completion of the Association Agreement between Ukraine and the EU, including the creation of a free trade zone, as well as further work on the implementation of this Agreement.

In the Ukrainian realities in internal reforms of the Cabinet of Ministers of Ukraine recommended to ensure the approximation of Ukraine to EU norms and standards in accordance with the Annual Action Plan to implement the National Programme of Adaptation of Ukraine to the European Union to establish clear criteria for content validity and the list of regulations Ukraine according to the specific European counterparts, which should be implemented in full, in part or postponed; develop specific programs of adaptation and structural changes for each sector of Ukraine’s economy in terms of improving their international competitiveness. Introduction of government support and regulation of agriculture, which determines the nature of the industry - a necessary condition for ensuring the competitiveness of the domestic agricultural sector in the European market needs and establish mechanisms for compensation for possible losses as a result of activities under the free trade area; harmonization of sanitary and phytosanitary norms in line with EU and WTO rules.

The strategic goal of building relations of Ukraine with the EU and the Customs Union should be to build a democratic and competitive model of political and economic development of the state and society, to guarantee fundamental rights and freedoms of citizens, introducing an open innovation economy, development of high-tech manufacturing and modern management. Thus in order to accelerate the development and qualitative elevation of relations between Ukraine and the EU on the one hand and Ukraine and CIS countries, on the other hand, it is necessary to put into practice a set of measures immediately and prospective.
