Стаття присвячена праву на свободу пересування, що гарантоване статтею 2 Протоколу № 4 до Конвенції про захист прав людини і основоположних свобод. Охарактеризовано аспекти та структуру П4-2. Наголошено, що свобода пересування не є абсолютною та може бути обмежена за передбачених умов. Акцентовано увагу на відмінності «обмеження» свободи пересування від «втручання» у права, гарантовані іншими статтями Конвенції. Розкрито питання розмежування сфер дії статті П4-2 та статей 5, 8 Конвенції. Продемонстровано, що правовідносини, які регулюються П4-2, можуть виникати у справах, що розглядаються у порядку адміністративного, цивільного судочинства та у кримінальних провадженнях. На прикладах рішень ЄСПЛ наведено випадки «обмежень» свободи пересування, що має практичне значення для релевантного застосування цієї статті у національній судовій практиці.
