ВІЙСЬКОВОСЛУЖБОВЦІ ЯК СУБ’ЄКТИ АДМІНІСТРАТИВНИХ ПРАВОПОРУШЕНЬ: ЗАГАЛЬНЕ ТА ОСОБЛИВЕ У РОЗУМІННІ

         У статті досліджуються особливості застосування адміністративної відповідальності до спеціального суб’єкта цього виду юридичної відповідальності – військовослужбовця, в умовах започаткованих змін до процесуальних норм Кодексу України про адміністративні правопорушення. За таких обставин інститут субституту набуває двозначного функціонального змісту, що потребує його оновленого обґрунтування.
