INTRODUCTION OF THE INSTITUTE OF JUDGE-SPEAKER IN UKRAINE TO RESPECT HUMAN RIGHTS

The level of public trust in the judiciary Ukraine in 2015 was different depending on whether respondents had to be part of the trial. Thus, the level of trust in the courts of those citizens who have never dealt with by the courts (eg – 88% of the population) – 14%, while among people who had to deal with the courts – 40%.

The Council of Judges of Ukraine at the time said that given the unstable economic and political processes in Ukraine, to promote democracy in Ukraine, intensification of civil society and create an atmosphere of social awareness of citizens of their rights and opportunities – the time for the introduction of Institute of judge-speaker. The analysis of the concepts of «judicial independence» and «reporting» of judges is a necessary step for every existing judges as to the demands of society on accountability is now actually a prerequisite for the establishment of the authority of the judiciary.

«Judicial independence does not mean that judges are not accountable for their actions ... Judicial independence is a prerequisite to guarantee the rule of law and a fundamental guarantee of a fair trial ... organizational skills, professional ethics and academic achievements, such as publications, lectures, to mediate between the parties «stated in Opinion No14 (2014) of the Consultative Council of European judges and are the basic fundamentals that requires any society of the judiciary and each judge.

12.03.2015, the Council of Judges of Ukraine made a decision No 14. This decision has recommendations for the election of a judge-speaker (in local courts – at least one judge in the appeal – at least two judges in the higher courts and the Supreme Court of Ukraine–at least one). At the beginning of 2016 730 judges for a new master format work – openness of the judiciary, media communication and public. After 2015, a series of trainings for judges -speaker that they were useful, and the skills and knowledge learned judge- speaker, found its practical implementation in their daily work. But the judges, who work with the mass media have certain difficulties in communication media. Therefore, the aim of our research is to search for issues regarding the introduction of Institute of judge – speaker in Ukraine. In the article the issues of additional knowledge needed to judge-speaker, historical information. In addition, the article describes the methodology of speeches for judges-speaker.
