PREPARATION OF CANDIDATES FOR A JUDGE’S POSITION — AS A NATIONAL TASK
The article is devoted by the questions of the skilled updating of the judicial system, that is predefined by the accepted constitutional and legislative changes and has for an object modernization of the home system of justice.
An author specifies about large probability of that from different grounds the positions will leave the about half of regular quantity of judges and most perceptible a problem of judge shots will be for county courts. The decision of this problem is possible due to realization of judges of Ukraine of the special preparation of candidates National School on the judge’s position.
Understanding the sharpness of skilled problem for rule-making, legislators envisaged possibility of selecting of candidates, that have experience of work in position of assistant judge at least 3 with features certain the Higher Qualifying Commission of Judges of Ukraine. This mechanism will help somewhat reduce the path to a judge’s position for those who have experience and understanding of work in court and in the shortest possible time fill vacancies in local courts.
Main task of preparation of candidates on position judges that have sufficient experience of working as the helper of judge – to help candidates to develop corresponding qualities and purchase professional knowledge, abilities and skills, necessary for the proper implementation plenary powers of judge.
National School of Judges of Ukraine yet from the moment of acceptance in the new release of Law of Ukraine «About the judicial system and status of judges» began the prosecution of that corresponding norms could be realized and now ready to realize the express-program of the special preparation for the indicated category of candidates on judge’s position.
Coming from curriculum NSJU plans, that preparation of candidates that have an experience work in a court lasted 70 days, and taking into account a weekend – at most 3 months. For those, who will be directed for the special training on general grounds, program and educational a plan counted on 12 months or 257 educational days.
NSJU plans first (in 2017) to realize preparation of candidates that have three-year experience in a court. On completion of this preparation NSJU will begin studies those, who is directed for the special training on general grounds. Taking into account the expected amount of listeners, realization of the special preparation it is planned simultaneously in four cities: Kyiv, Kharkiv, Lviv, Odesa.
The program of the special preparation envisages the complex of both theoretical and practical events the ultimate goal of that will be forming of readiness to the proper implementation of plenary powers of judge. Corresponding educational methodical materials and organizational decisions too are already turned out NSJU. Therefore, it is possible to say, that for the job of the special training of NSJU processing ready.
