The next issue “Word of the National School of Judges of Ukraine” has been released
Attention of the legal community is drawn to the latest edition of the professional nationwide scientific-practical and scientific-methodical legal publication “Word of the National School of Judges of Ukraine”, issue 3–4 (40–41) 2022.
The leading article of this issue is written by renowned author Tetiana Fuley, Head of the Department of the National School of Judges, PhD in Law, Honored Lawyer of Ukraine. The article addresses a highly relevant topic “Justice in war crimes cases in Ukraine: the first challenges”.
The author emphasizes that the realization that Ukraine faced “mass atrocities in an atmosphere of uncontrolled violence” during the full-scale phase of armed aggression inevitably raises questions about the administration of justice and holding the guilty accountable. As technological capabilities in the modern global world allow events to be observed in real-time, the attention of the international community is not only focused on military operations but also on judicial processes involving individuals accused of violating laws and customs of war. These judicial decisions are meticulously analyzed and extensively discussed. This is of significant importance because relying on global support and assistance, the Ukrainian state, through its leadership, underscores that “Ukraine is currently fighting for the values of freedom and democracy”.
The article examines the challenges faced by the national judicial system in the context of criminal proceedings related to violations of laws and customs of war (Article 438 of the Criminal Code of Ukraine), viewed through the prism of the role of judiciary as a guarantor of justice in a state governed by the rule of law. Based on an analysis of court decisions (verdicts and rulings) rendered in 19 criminal proceedings since the start of the full-scale invasion of the russian federation into Ukrainian territory, the author notes that a key challenge for the entire criminal justice system is the lack of awareness among its representatives regarding the provisions of international humanitarian law and international criminal law. However, competent handling of cases related to war crimes requires not only an understanding of the relevant conceptual framework and sources, including the practice of international criminal courts and tribunals but also the ability to present the specifics of war crimes in judicial decisions, primarily the requirement of “nexus” – linking specific actions to the armed conflict. The author also focuses on challenges that have become the subject of professional discourse, starting from the first court case involving a russian soldier who shot an unarmed Ukrainian civilian, such as the impartiality of the court and the consideration of the principle of proportionality in the court’s choice of punishment.
Therefore, the search for individuals accused of serious violations of the Geneva Conventions and the judicial proceedings regarding such persons arise from Ukraine’s international obligations, which form part of its national legislation. The four Geneva Conventions were ratified by the Ukrainian SSR in 1954, and reservations to them were lifted by independent Ukraine in 2006. Therefore, Ukrainian society and the legal community should be interested in ensuring that judicial processes involving war criminals, as well as the judicial decisions resulting from these processes, adhere to universally recognized standards of justice.

The publication of the articles is free of charge. Also free of charge the authorial copy of edition is sent to an author.
The target audience of magazine are candidates on justiceship, judge, workers of organs of the system of justice, office of public prosecutor, advocacies, practicing lawyers, teachers and students of faculties of law of higher educational establishments and others like that.

The next issue of the national professional scientific and practical legal magazine “The Slovo of the National School of Judges of Ukraine” No. 4 (29) 2019 was published.
The leading article of the issue іs Vasyl Il'kov's article "The Supreme Court's Decision in the Model Case as a Court Case in the Legal System of Ukraine". The article deals with the concept and features of the Supreme Court's decision in the model case as a judicial precedent. The article examines the judicial precedent in the legal system of Ukraine, which is the Supreme Court ruling in the model case, which contains conclusions on the application of the rules of law and formulated a rule, mandatory for the use of administrative courts and authorities in resolving such issues during consideration of public law disputes.
The issue also included scientific articles under the headings "Organization of Judiciary", "Administrative Procedural Law", "Civil Procedural Law", "Criminal Procedural Law", as well as Information and analytical report on the activity of the National School of Judges of Ukraine in 2019 and the Procedure for evaluating the effectiveness Judicial Education in the Judgment Monitoring component and news of the institution's activities.

On March 15, 2018, in the Dnipropetrovsk State University of Internal Affairs, during the Second International Scientific and Practical Conference "Topical Issues of Combating Crime in Modern Conditions: Domestic and Foreign Experience", the award ceremony of the participants of the All-Ukrainian competition for the best legal edition took place.
